Nineteen of the Russian's 21 titles have been won on hardcourt
A comeback Daniil Medvedev won his maiden title for 882 days with a win over Frenchman Moutet in the tournament championship match.
The athlete, a former number one, has had a challenging season, managing just a single victory at the big events and suffering a difficult moment at the US Open.
His varied form on the tennis tour - and difficulties with his serving in specific - caused him dropping out of the world's top 10 and ultimately separating with long-term coach Gilles Cervara.
Now collaborating with his coach and Goetzke, Medvedev has steadily advanced in the past month - climaxing in a tightly fought 7-5 4-6 6-3 triumph over Frenchman Moutet.
This marks his maiden trophy since the Italian tournament and maiden on a hard surface since that period of that year.
The win also means Medvedev has won 21 championships at twenty-one different events.
"For the first time I'm at a competition with my both daughters at once, so to win a title is really nice," commented tennis professional Medvedev.
"This title is in honour of my younger daughter her name, because the initial championship I won when my child my daughter was delivered was for her."
The tennis star, the past champion, had failed in his last six title deciders, featuring in Halle earlier this year.
Medvedev's counter-punching approach and regular emotional displays on the tennis court had led commentators to wonder if his ability to compete at the top level was finished.
However the player has altered his approach in the last few weeks, making an effort to come to the net and perform assertively, backed up by an better service.
The champion recovered from a deficit in the initial set against the difficult Moutet, winning 4 of the final five exchanges to go ahead.
Both players traded break points in the second set before Moutet, attempting for his maiden professional victory, took control to push for a decider.
Moutet rescued four early opportunities in a close deciding set before Medvedev broke to that score to secure the win.
Suitably, he secured victory with a shot at the front of the court, with his opponent failing to manage a volley after two hours and 38 minutes.
